6、fhigherlearning.Inaddition,almostallofthe532billionthefederalgovernmentprovidesforuniversityresearchisawardedcompetitively.Butmanycollegesanduniversitiesarestuckinthepast.Forinstance,theideaofthefall-to-spring“schoolyear”hasntchangedmuchsincebeforetheAmericanRevolution,whenwewereasummerstretchnolong
