Trunk line set up 3 distrubition gas Stations:XXXXXXXXX gas station,this project adopt management system of “someone on duty,no one operation.Remove control at station .There are 16 pipelines block vavle rooms,6 of them are RTU block valve rooms.本技术规格书仅适用于XXX输气管道工程X段起自XX输站XX站所用气体超声流量计及上、下游连接直管段,温度和压力检测仪表、流量计算机等为一体的计量装置完成对出站天然气计量管理。 This technical specification documents is only applied to metering management of exit natural gas completed by the integrated metering equipments of ultra-sonic flow meter, up and downstream connecting straight piping, temperature and pressure detector, flow computer used for XXXXX distribution gas station of XXpipelines projectXXX section.1.2 本技术规格书指定的标准、规范、仪表数据表和本技术规格书一起将作为计量装置在设计和制造过程中的技术要求。 The technical specification document and the standard, regulations, instrument data list stated in this document will refer as the technical requirements of design and manufacture of metering equipments.1.3 计量装置技术规格书,是对计量装置的设计、制造、选用材料、集成装配、检验、试验、包装、运输、培训和提交文件等提出的最低技术要求。该计量装置将采用“打包”方式供货。有关本工程的概况、周围环境、输送介质特性、仪表一般技术特性、参照标准、度量单位、标识、质量保证、培训等的要求,应参照本技术规格书中的相关内容。 The technical specification document is the minimum technical requirement for the design, manufacture, selected material, integrated assembly, detection, test, package, transportation, train and submitted documents. This metering equipment adopts “Packaging” supply. The seller can provide the other industrial standards to ensure the continuous run of the supplied equipments, but the standards should be approved by the buyer.以上内容仅供参考,供方应提供所采用的标准和规范的清单。除遵守上述标准规范外,产品还应符合ISO9001质量保证体系的要求。 The above-mentioned contents are only for reference. The supplier should provide the list of adopted standards and regulations. The equipments should be accorded to the requirement of ISO9001 quality assurance system, including the above-mentioned standards and regulations.2.2 计量单位 2.2 Measuring Unit所有显示变量和设计参数的单位均采用国际单位制(SI)。本工程中天然气的标准参比条件为1.325kPa和20(293.15K)。以下为常用参数的计量单位: All the units of display variable and design parameters should adopt international system of units (SI). The standard reference condition of natural gas of this project is 1.325kPa and 20 (293.15K). The supplier should provide the technical data, such as data interface type, signal type, communication protocol. The general station system will adopt TN-C-S system. The same grounding device is used for electrical grounding in station, protection grounding of self-control and communication, working grounding, lighting proof and antistatic grounding. The grounding resistance of the share grounding device for operation and protection of self-control equipments is not more than 1.供货商应对天然气超声流量计计量系统精度和所采取的计量方案负责。The supplier should be responsible for the accuracy and the metering program of natural gas ultrasonic metering system.3、系统技术功能及要求3、System technical function and requirement3.1 系统技术要求 3.1 System Technical Requirement3.1.1 设计原则 3.1.1 Design principle计量装置应按在正常情况下无人操作原则进行设计。计量装置的流程由所在站场的站控系统和压力流量控制系统进行控制。正常情况下,由站控系统采集计量系统的运行参数,如:流量、压力、温度工作状态等信息,以保证整个站场的安全。The metering equipment should be designed per the principle of self operation under the normal situation. The flow of metering equipment will be controlled by the station control system and pressure flow control system of the station. Normally, to ensure the safety of the whole station, the station system shall collect the operation parameters of metering system, such as flow, pressure, temperature and operation status. 计量系统的工作参数将通过站控系统传送到调度控制中心,流量计算机为天然气贸易计量的依据。流量计算机上完成流量计算和能量计算。The operation parameter of the metering system will be transported to the control center through station control system as the basic of natural gas trading metering. The flow computer completes flow calculation and energy calculation.为保证计量装置的使用效果和使用寿命,计量装置系统的流量计在任何情况下均不应超速工作。在进行计量装置系统设计时,供货商应充分考虑避免计量装置超速工作的保护措施。To ensure the operation effect and service life of the metering equipment, the flow meter should not overspeed operate in any case. The supplier should fully consider the overspeed protection of metering equipment when the metering equipment system is been designing.计量装置系统采用的仪表、设备及材料应是技术先进、性能价格比高,能满足所处环境和工艺条件,在工业应用中被证明是成熟的产品。The instruments, equipments and material of metering equipment system should be advanced technology, high ratio of performance to price, and should be proved as the mature products in industrial applications and can be suitable for the environment and process.计量装置的安装区域防爆等级划分为GB3836.14-2000 1 区,所有电气仪表、设备及其相关部分的防爆等级必须满足有关标准的要求。The installation area of the metering equipment is considered as area GB3836.14-2000 1 according to the anti-explosion degree. All the anti-explosion degree of electrical instruments, equipments and the relevant parts should be in line with the requirements of relevant standard.通常,防爆等级不低于EExdBT4,防护等级室外不低于IP65 。如果系统中有本安设备,所需要的安全栅(应为隔离型)应由供方提供。 Normally, the anti-explosion degree will be not less than EExdBT4, outdoor protection degree will be not less than IP65. The necessary safety barrier (should be separate type) should be provided by the supplier if the system has local safety equipment.为保证设备安全和系统的可靠,在有可能将雷电感应所引起的过电流与过电压引入计量系统的所有部位,应安装电涌保护器,以避免雷电感应的高压窜入,造成设备损坏。用于防雷击的电涌保护器应采用可靠性高,并经实践证明过的优质产品。所选择的电涌保护器必须能承受预期通过的雷电流,并有能力熄灭在雷电流通过后产生的工频续流。对于电源接口要求抗电涌的主要技术指标:标称放电电流60kA(8/20s), 测试电流10kA 。数据通信接口和其它的I/O 点抗电涌的主要技术指标:标称放电电流10kA(8/20s), 测试电流3kA。To ensure the equipment safety and system reliable, all the parts, which may conduct the overcurrent and overvoltage due to the lightning sensing into the metering system, should be mounted with surges protector to avoid equipment damage by entering of high voltage due to lightning sensing. The surges protector should be high reliable and be proved as advanced product. The protector should endure the expected lightning current and enable the power frequency follow current through lightning go out. The main technical indexes of the anti-surge for the power interface: nominal discharge current 60kA(8/20s), testing current 10kA. The main technical indexes of the anti-surge of data communication interface and other I/O: nominal discharge current: 10kA(8/20s), testing current: 3kA.对计量装置中所有仪表、设备的材质要求,应按照各自专用技术规格书和相应数据表中的有关要求执行。 The requirements of the material of all instruments and equipments of the metering equipment should be in line with the relevant requirement of the special technical specification document and relevant data list.计量装置供货商应负责提供向站控系统和压力流量控制系统传输的所有信号的类型和通信接口类型及数量,并负责协助SCADA系统集成商完成双方数据的通信交换。The supplier should provide the type of signal transmitted to station control system and pressure flow control system, type and quantity of communication interfaces, and should be responsible to assist the supplier of SCADA system integration to complete data communication exchange between two parties.供货商应按照本工程贸易计量的要求,保证计量装置(从流量计算机输出)的性能应能达到1% 。供货商应提供系统的不确定度计算,并报业主和设计批准。系统的不确定分析应以计量系统要求的准确度为基础。The supplier should ensure the performance of the metering equipment (output from flow computer) achieve 1% according to the requirement of this project trading metering. The supplier should provide the calculation of system uncertainty and submit to the buyer for approval. The system uncertainty analysis should be on the basic of accuracy of metering system.供货商应提供在计量装置不确定度要求范围之内的标准体积流量,计量装置的可利用率应能达到99% 。供货商应提供计量装置的可利用率计算,并报业主和设计批准。The supplier should provide the standard volume flow in the scope of metering equipment uncertainty. The utilization rate of metering equipment should be 99%. The supplier should provide the calculation of utilization rate of metering equipment and should be approved by the buyer and design.计量装置的技术、质量、安全等的全部责任由供货商负责,即使已经由业主或设计方同意或审批,但不能免除供货商的任何负责。The supplier should be responsible for the technology, quality and safety of the metering equipment and no relief even agreed or approved by the buyer and design.3.1.2计量装置3.1.2 Metering Equipment根据计量装置上、下游工艺条件,供货商应设计合理的计量装置,以避免下游压力控制系统工作时产生的噪音、振动等影响计量装置系统的准确度,同时还应考虑脉动流对计量装置系统产生的影响。According to the process of up and downstream, the supplier should design the reasonable metering equipment, so as to prevent the accuracy of metering equipment system from been effected by noise and vibration generated during operating of downstream pr
