28、而且事故一旦发生，极易造成群死群伤，后果相当严重，究其原因，主要是施工方案及施工过程中各种安全预控措施不到位。 根据国家相关法律、 法规及南京地铁建设有限责任公司要求，深基坑工程施工必须编制安全监理细则，明确深基坑工程的安全技术要求和施工现场的安全控制要点。1、地质条件复杂，施工风险大：本工程部分结构底板位于岩层之上，基坑开挖涉及到爆破施工，给现场施工增加安全隐患。2、深基坑工程施工工序复杂机械设备多在基坑工程施工过程中各工序交叉施工，容易产生安全隐患。施工过程中需用大量机械设备，如履带吊、汽车吊、挖土机、土方运输车等，因此对机械设备的操作人员要求高， 工程施工过程中需有专职的安全管理人员和非

48、安全监理流程图。1、事前控制安全监理工作的重点审查施工承包单位编制的专项安全施工方案及相应的应急救援预案，并收集与深基坑安全管理工作相关的 “安全管理协议书” 和“施工安全交底记录”，发现与法律、法规和安全施工强制性标准不符之处，应书面要求施工承包单位调整或补充。 检查施工单位准备应急救援物资是否齐全并满足南京地铁建设有限责任公司有关文件的要求。2、事中控制安全监理工作的核心督促施工单位，按照专项安全施工方案及应急救援预案的要求，落实深基坑工程各工序及关键部位的安全防护措施。 同时加强监理旁站、巡视检查的力度，定期组织有各有关单位参加的安全检查，发现违章冒险作业的要责令其停止作业， 发现存在安
