Along with the rapid development of industrial clusters and SMEs in China, industrial clusters and SMEs in China have some problems that hindered the development of the cluster and the development of SMEs because of the system problems, the government reasons, Chinas market economy and the shortcomings of their own SMEs.As they have solved the problem of employment of 52.321 million and have done the 55.6% contribution to the gross national product, Chinas small and medium-sized enterprises is crucial to Chinas national economy. Finding a practical way to solve the problems in the development of Chinas small and medium-sized enterprises in the industrial cluster background is very important. The rapidly changing market environment, the ever-changing technological environment, and increasingly severe international trend all urge the enterprises to cope with the problems rapidly, to have ability to resist risks and to have product innovation capabilities.It is impossible for the SMEs to solve the problems in a short time.Chinas small and medium-sized enterprises can have the ability to 4resist risks in a short period of time through the establishment of industrial clusters in strategic alliance. The strategic alliance is a kind of low-input and High-yield market behavior. This business model will contribute to our strategic alliance and the development of industrial clusters in the development of Chinas SMEs, which is conducive to upgrading Chinas industrial clusters and to push forward Chinas economic development and progress. Based on these objectives, I analyze the industrial cluster model against a strategic alliance. This paper is mainly on the study of the model of enterprises strategic alliance and the application model mechanism against the background of industrial clusters of SMEs. The article explains the necessity and advantages of a strategic alliance through theoretical analysis and environmental analysis. This paper elaborates on enterprises strategic alliance from strategic alliance coordination mechanisms, incentive mechanism for monitoring and self-regulating mechanism, confidence-building mechanism, the mechanism for cultural education and advocacy, policy-making mechanism, the guide mechanism, and other areas. Finally, the writer analyzes and interprets the application of enterprises strategic alliance pattern.
